It looks like an old cuff link. Is there a place on the back where something was mounted?

No marks on the back or anything where a pin would be attached. It's smooth

Reminds me of an old belt tip. Is there a space between the front and back where a belt could have been?

Sort of looks like a UK sports car emblem.

Since there are no attachments on the back, and the piece is thin, I would say it was glued to a flat face plate on a man's belt buckle. Breezie
