Can anyone identify this for me?

I found this today about 3 inches down. It looks like it might be a game piece. It has no hole on the bottom so, I don't think it's for a flag.

It reminds me of a heraldic lion crest.
Is there a pattern on the bottom? It could be a wax seal? What is it made out of?
Does it open up through the center?
Something like this?

The piece is 2" tall, 1.25" wide by 3/8" thick. I'm starting to think it might not be a tamper.
