Can somebody tell me what this is?

A friend asked me to post this and ask if anyone knows what it is. He said he found it in BELGIUM in 1977,near a church,while metal detecting.

A souvenir from the Vatican. Looks like Pope Paul VI (pope from 1963-1978). That's St Peter's in Vatican City on the other side.
