Can someone help date this Item?

Found this at a psychiatric hospital opened in 1889 and closed in 1996. I not sure, if it is part of a badge or pin. I did Google, F of A (Foresters of America) a fraternal organization. Maybe someone can better identify the piece and have an idea of approximate date. There are two solder points one at the top near the eagle and one at the bottom near the dear. Thanks.

The one on eBay is old. It looks like the latter 1800's T bar hinge. (tube hinge)

It appears to be copper and it does not have a back pin, very detailed.

It looks like it broke off. It appears it may have had an old style hinge that dates back at least to the Civil War era.

Heres a better pic of the hinge. Do you think it would look like this?

Can't find a match, but the look of it gives me the thought of say, 1900-1930's-ish......
