Those are misters. They spray a mist of water on the outdoor customers to help keep them cool. It's kinda like those things you see on the sidelines at a football game to keep the players from getting too hot.

Yep, alot of our theme parks down here in FL have them.... like Bush Gardens.
It cools the air down by like 20 to 30 degrees. The parks usually tie them to big fans to spread out the mist and cool everyone down quicker.

Key West is a nice area to be this time a year!
It got to 96 up here in St Pete... before the storms rolled in.

I really need to rig me something like that in the garage I work at ! It's bumpin 100 degrees here, that on top of working on some really hot engines, something like that would be really nice !

That`s one thing I do not miss.

We use them here in New Mexico all the time, most are home made, just PVC pipe, fitting on one end for a hose attachment, misters every 9 inches (can buy a handful cheap at most home improvement stores) a cap for one end, corner joints and you are up in running in less that 2 hrs.
The work great, everyone has them on their porches, can sit out and enjoy the day or evening and be cool and refreshed (of course your favorite drink always helps).
