Can you ID this manufacturer?

Found this bottle base off the east coast of Florida. It appears to be late 19th century or early 20th century.

The picture shows the marking upside down. Looks like a "V" intersected with an "E"

Soda Water/ Mineral Water, I would date the bottle 1880-1910.
