The first Canadian (government) coin was minted in 1858, so what could this be?
Perhaps it's a Bank of Canada issue from either the Upper or Lower province of Canada in pre-1858 times?
Edit: I think it's a Bank Token: On the obverse it might read Concordia Salus (within the circle around the 'x'); Bank name--like Quebec in the ribbon) then date below and Half Penny at the bottom. The reverse top legend would read Bank Token, crossed anchor and sword in the middle with two cornucopias and 'half penny' at the bottom.

They are bank tokens. I found two different ones here New England. One was from Montreal and the other was Nova Scotia.
