Yes, it snapped off like some of the old buttons I have found....Is it broken on the side with the holes?
It appears to be an uncommonly ornate Crotal Bell (from horse-harness).
Just a quick update. Because you all helped me figure out what this item was I took the time to clean it out tonight. It still works! What a thrill hearing the bell ring for the first time in a hundred(s) year(s)! That's why this hobby is so great, thanks again everyone.
I nearly asked if the pea was present & if it rang ok, it look so good I just assumed it would be, although thought it odd you didn't mention. So it makes sense now.Just a quick update. I was so out of my league (I'm a coin hunter) I had no clue what it was when I posted. I cleaned it out after I got an ID, and what a thrill to hear the ring. I now know what a PEA is. I'm a newbie, second year, and only registered here to get help and now a big fan of this forum. I am now a relic hunter too....funny what happens when you get hooked.
