Cartwheel penny pulley???

Hey guys,
Over the weekend I visited a couple car boot sales ( yard sales for the Americans) and picked up some coins and this different looking 1797 cartwheel twopence which looks like a Meccano piece or a pulley of some sort??? I have no idea and I'm really keen to find out what it is. Please help guys.

I would say that you've ID it correctly. Very cool looking, and a big O ring slipped on you'd have a cool looking rim and tire for a toy.

Yeah it would make a cool wheel. I guess it was a good buy for £3 ($4.34) then.

I love things made out of coins. You are correct here. Someone filled a need with this one. Very cool stuff!

Looks like the fisher king women or man, would be a nice scale weight and the print on the face is reaalllyy neat.vanzutphen

Very cool coin. I love stuff with a second purpose. I think it cooler than a normal coin in my opinion.
