I think it might go to a wooden folding clothes rack that hangs on the wall ?

looks like a step to me . I looked at buggy steps but could not find one that looked like this. maybe off of an old tractor ?
it looks like it would shed mud well to insure good footing.

I agree with ticndig that it is probably a bolt on step. About 35 years ago I bought one very similar in design, made of aluminum for the back of a boat.

I was thinking a cover for some kind of corn sheller, wheel, pulley, gear or something.
But I'll be damned if I can find a match.

I thought step also but the mounting holes are not very big unless they are partially filled with rust.
