I'm here in Olympia, and Waddel Creek is public.

Just googled that location. It's inside Mnt. Rainier National Park, so a no go.

The lower portion is in the National Park. Above the falls, as described in the WDFW Gold and Fish, is open for prospecting. Regardless, I've prospected that creek before and found nothing.
