found this at a civil war skirmish site where bullets and gun parts were found, do you think its a buckle? If not, any ideas?

Maybe a mangled up piece off the top of a stirrup ?? Just taking a stab at it.. Good luck with the ID.

I am pretty sure that is what is referred to as the "bottom loop" off of a Concord style horse hame.
