Civil war bullet case?

I found this case at a known civil war site but don't know if it is civil war or not any help would be appreciated. And the iron four legged thing I also Found the so any info on it would also be appreciated. And also an info on the little hook would be appreciated.

The wire looks like a re-bar chair. It's for elevating re-bar to stay in the center of a concrete slab.

I am not a expert on ammunition but I've found a few rounds in very similar condition recently. From what I have learned with mine its possible yours could of been tossed in a fire and once the powder got hot enough the casing exploded and in the process and blew out part of the primer. Yours also appear to be missing part of or the whole primer. Also I think you have a "center fire" round which are more modern compared to what was used during the Civil War.

Pretty sure it's not CW period as it is apparently a center fire cartridge. As Helix posted, It looks to have been burned. The primer has been blown out and the top is peeled back like a banana.Still a cool find! Can you see any kind of headstamp on the bottom?
 
The taper on the rim reminds me of 30-40 Krag
