civil war button?

Hey all I got this button today I think it is a civil war button. Incase you cant tell what is on it, its a eagle on an anchor with 13 stars around the edge. Hopefully someone can verify my thought. Sorry the scan isint the best but it took about 10 scans to get it that good. Let me know what you think. Good luck.

Hard to tell, but if it's on an anchor. Natural thought would be navy. But check Marine buttons too. They also had birds on anchors. HH
