Civil war camp tool?

I found this in a Union camp in Missouri, probably 1861 - 1862. The object seems to have a handle end and a business end that is threaded. There is a bit of brass on the shaft of the object, but the brass covering has deteriorated away from the other part of the shaft. Could what I am calling the shaft actually be something the tool was working on when it was left? Any help would be appreciated.

Looks like a hood clamp but wait for more feedback.
