Civil War Cannon

I recently found this photograph of a civil war cannon. I have never seen anything like it in any literature regarding the civil war. It was supposed to be called "The Wizard". Does anyone know anything about it?

The gun was identified by "daroofa" in the WHAT IS IT Forum as invented by Norman Wiard and one of two produced for evaluation by The Ordinance Bureau. Alink to his reference material is available in that forum.
