✅ SOLVED Civil War, Farm, or ????

This item popped out of a farm field where an occasional CW item is still being found. I really have no clue as to what it is. The small cut on the lower portion looks like a whistle.

Penny-whistle? What does the other side of the finial look like?

The cut-out may also be part of the catch mechanism that held it in place. Perhaps the sheath for an ice-pick?

This is 1940s Orphan Annie's dog Sandy, is the subject matter.

The more I look at this, the more I believe that I am correct.

Agreed on the Annie slide whistle, but it is of Annie herself, not Sandy (her dog).

That's the kind of gift one gets from a grandparent or uncle that mom or dad later slings out the back door while their kid isn't looking because they will find it in the trash.
