yep on the top of union infantry hats known as "kepi" ... if you look online and you will see them in civil war era photographs ..often the company letter was above it and the number below like so

Yes but this design is not like the regulation infantry horn insignia and its much smaller than a normal insignia its only about an inch long

The only thing similar i have seen is war of 1812 era horns are shaped this way but i have seen no brass stamped ones like this
