Civil War KNIFE Handle? Help!

This has been sitting on my desk for the last month or so. Was wondering if anyone can Possatively Identify this for me. Prety sure its a knife handle. It's very heavy for its size. Has a spade and a star on both sides. Looked for the blade and couldn't find it. It was about a foot down on a beach and it was found in Cape Cod area. Seems like the wood is petrified too. Thanks for the help.

How big is it? The size of a kitchen utensil? A sheath knife? It's neat looking, and it looks to me like an iron blade might have rusted off on the bolster end? If it's small it could have also been a for or a spoon?

I would say 1860's-70's table utensil....butter knife,spoon or fork
