Civil war rosette?

My grandpa found this digging many years ago in a confederate camp. It appears to have a state seal on it and it's definitely a rosette that is lead backed. And help would be appreciated.
and yes the photos are upside down... my bad. I can't take better ones right now.

Can't really help you but I don't think it is a State Seal

thought it was the top half of the Tennessee State seal.
