My grandpa found this digging many years ago in a confederate camp. It appears to have a state seal on it and it's definitely a rosette that is lead backed. And help would be appreciated.

Can't really help you but I don't think it is a State Seal

Of the Civil War era, but an agricultural themed civilian rosette.
