Civil War Veterans Medal

I posted this earlier in the Civil War thread but did not get any response. There is a serial number engraved on the edge of the bottom piece. Someone once told me that the serial number could be traced to the individual who received it. Does anyone know where these records might be located? The serial number is B38815.
