You are definitely on the right track, just a few years too late. On the September, 1918 WWI Draft Registration card for Justin Peter Pechkaitis of Cleveland, he states that he is a saloon keeper. Nice find!

here's some supporting information---the 1919 dunn bradstreet. justin p... listed as a saloon in cleveland. it is not in the maverick listing i check.

maverick saloon tokens are less $$$ than ones with saloon on the token and/or the town name but people are correcto-moon-doe...tokens are better than the average copper nickle or some silver coins.

try on ebay and put the word SALOON real big. put a reserve bid.

that's pretty cool too finding info in draft papers.
