It has no markings . The red part is that rubberized stuff you see on tool handles . It looks familar , but I can't quite place it .

Exactly. It's for multiple workers to place their own personal safety locks to safely
lock out power on an electrical switch box to cut power to a machine, crane, etc.
while work is being performed. The saying is , lock out- try out, to assure equipment cannot start up when someone is performing work there. Or one man-
one lock. Each hole will take 1 safety lock.
