It looks like a ring but it has like the folder medal flaps... not sure

yes, but the ones with the wolf/bear is different then the boy scout eagle. This is the younger groups before boy scouts. I went though up until life scout and got playing more sports and lost interest, never made eagle.

They havent changed much over the years. Its been well over 45 years ago that i was a boy scout. lol lol
