It does looks like an old clock key to me.

Could it possibly be a gas valve key? Looks a bit large for a clock key...

A photo of the hole shape and size might be helpful. It looks rather hefty !

There were so many things these were used for its hard to tell. Clock keys, piano tuning keys, gas valves, water valves, radiators.

A clock key or I'm thinking more on the lines of an old radiator key to open the valve
