CM & PS Ry baggage tag?

Found this about 200 yards from a rail line. (Chicago Milwaukee & St. Paul Pacific, I think.) Thought it was a baggage tag but it has no numbers.
From the reading on the Explorer, it's copper. Approx. 2 3/8" x 2 1/8".

Thoughts? (etc.)
