🔎 UNIDENTIFIED Coat of Arms / Shield “EC” Plate

Found while walking around the University of Wisconsin-Madison campus. This interesting “plate” was sitting on top of a mulch pile around a tree that was right next to the sidewalk. The four holes (one at each corner) makes it look like it was a plate that was screwed or nailed into something, but then I wonder why there would be a loop at the top. Not sure what EC means.

Any ideas? Thanks!

Interesting find. Red and white are the UWM colors and looks like they're on your piece but EC? and being on a mulch pile means it could have been carried in from off-site. Good luck, looks old!
