✅ SOLVED Cocked lock plate

I found this 31 years ago while digging a post hole to replace the front gates of a Spanish, Mexican, Kearney's Army of the West, US 1st Dragoon, Army of Texas, California Column, WPA used stone walled compound.
Can anyone help me identify its age and maker?

I looked it up and I am sure you are correct. Over 1/4 million were made.
.69 caliber.
I wonder what story it could tell.
