I found this a couple years ago and thought it was just a dog license but after being on tnet I realize it's a coin. The obverse has a very faint bust outline and the reverse has nothing to show. The rubbing with paper and pencil brought out the details, or lack of, better than my eyes can see.
It weighs 7 grams and is 30 mm.

My first guess would be an early Queen Victoria Half Penny:

The shape seems to fit and the size is close.

Yeah, I hate to get rid of something like that. It's worthless but I want to keep it.
