Still working on the other side, but on the side displayed, I see two men, a small animal between them on the ground, and "election independence" along the banner at the bottom I think.

I thought "he" was lifting up a fence or a gate to let the "dog?" out.
At least that's what it looks like to me.

When I first looked at this, I thought it might have a harp on it, thus.. Ireland maybe?
But upon closer examination, the central feature on the item is not a harp. Oh well...
