Does it look like the round piece would come off of the flat piece? The bottom has solder all the way around and looks like it might have been some type of box or container

Yes Va, that's the important question to identify it. Looking from the back it seems like that might be a cap which is now corroded on. As you said, if the cap was removable it would be some type of container, maybe an inkwell.

appears as a one piece with hinge on top as a swivel, no other solder other than on the bottom

could have been part of a box, inkwell cover ,I ccan see that as a possiblity

I like the lantern theory more than the clock, but the size leans me in the clock direction, good suggestions!
