Looks to be from the Wau tusi tribe. Or their neighboring tribe, the Wau Wu Wau tusi's

Excellent spear uppermi,

I know a guy that dug one on lake MI up in the U.P. approx. 5 yrs ago, and at that time it was valued at $600 to $800

I haven't found one "yet" but, I'm looking!
