Counterfeit seated or novelty coin what do you think?

Got this on an old beach with other 1840's-1860's coins, can't find this style reverse online or in any book. The obverse is toasted. Material seems off too, feels like lead or some other mix of metals. Also looks like someone started to hole it. You can click on the pics below to see a larger image.

I agree with some kind of jewelry or decorative piece. Doubt it was meant to look like a full coin.
