CRAZY iron buckle...or is it?

Hi all,

Had a friend find the below buckle-looking thing and told him this forum was our best hope for an ID. This was dug at a Confederate camp where the older stuff is typically CW with the rest being modern shell casings, foil, etc. Not saying it has to be CW -- just adding context. Can't find anything in our books and we've never dug anything similar. Any ideas?
