hmm, bolts to something and allows motion from one to be transfered to another. maybe part of a hand brake to a carriage or early car?

I think SWR may be correct about a transom piece.

either that or a mount for a brass acorn detector.

I cleaned it up a little . Those 2 swinging things are threaded . There is a hole where a cotter pin might of held the 'V' shaped part on . So , swr's transom window idea might be right ? Maybe for a boat window ? Yes , Tricia , the 'V' part does swing 360 , Tricia .

this is probably way off but......
im guessing some sort of flag holder that you can bolt onto a deck and stick 2 small flags in it or somethin like that

It's a lever assembly, used to transfer motion 90* or less

old timey Tractor throttle linkage? Used to sit pretty far away from the motor on a cast iron seat and clutches levers brakes were pretty far from the seat.
