✅ SOLVED Cylinder with cap

Found this small cylinder with cap at waters edge. Could be brass. Cleaned it a bit and removed cap. Under cap was a small orange ball. I wiped it a way. As you can see from photo there is a small hole with more orange stuff in center. This has some weight. The cap is marked ooty New York. Any ideas what it can be?

I thought that might be a possibility. I guess you would have to dab it on your finger and apply it.
