It looks like a wire or cable tugger. They use them for fencing up to power cable.

Yes wire or cable stretcher clamp.

Electricians tool belt has a chain very similar to that which holds rolls of electrical tape. But as for the lever I’m not real sure.

Yea I have one just like it for pulling steel cable. The harder you pull, the tighter it grips

Though I will say, from my electrician days. They really don’t work that well. When things go pear shaped they got pear shaped in an instant.
