Decorative Iron Tri-Pully

Hi!

I found this at a bottle/"trash" (treasure for me ) dump a couple days ago, I only took three things home for lack of something to carry them in but I was intrigued by this piece.

As you can see it is very ornate, and appears to have three pully wheels on it, with holes for the rope to go through. Then there is the big loop protruding from it. No idea what it is, geard alot of suggestions, hoping someone on here will know what it is.

The dimensions are approximately 6-7" tall and 6" across.
