die fill error or just a worn coin?

Just found this, I'm not sure if it is a die fill error or just a worn coin, I am skeptical of it being a worn coin because it doesn't seem that worn on the rim and high points of the face. I need some opinions.

the coin itself, other than the fill errors, appears to be very nice quality
