Does anyone block unverified buyers on ebay?

Ill try here first since its more general. Does anyone block unverified buyers on ebay. I've had 2 so far and it takes 3 to 4 weeks to get the payment. I see some sellers say in the description they won't take unverified buyers bids. They'll just go to NIL. I figure it has to hurt business but I was wondering how much. Does anyone block or not sell to them?
