I have a clamp on my homemade carbon fiber shaft that looks like that, I bought the clamp from Pluggers on E-bay. I would wager that's who made the shaft.

I'd say Plugger....

Yup, looks like the Plugger's clamp I have. They work good, but, the plastic wingnut can break fairly easily, so, take care with it.
