That looks like the remains of spring clip or on a long reach, perhaps even part of a Leech and Rigdon sword hanger.

Sorry, but being so narrow, it is definitely not a sword scabbard hanger spring-clip or other version of hanger. It is a civil war rifle sling length-adjuster hook, a.k.a. sling-hook, with the hook portion broken off, which is why it got discarded at that civil war army-camp. See the photos below.
