I'm 99.999999% sure that that is NOT a true mint-made error coin. These double headed (or tailed) coins are "magician's coins" ~ sold in novelty shops for under $5 usually. They are made from real coins ~ but they have no numismatic or collector value. Just a funny fun item to trick people!

Still something that gets the blood pumping.
 

Here's a two headed 1974 penny. I had to put it under a microscope to see a faint seam where both halfs were join together. Who ever made it did a fine job.
