Double stamped quarter?

Found in a bag of old coins. The quarter is silver and the date looks like 1936. Not sure what is going on with it, but it looks like 2 quarters struck together.

Looks like someone cut a groove in to tie a piece of cotton around it to retrieve it from vending machines , juke boxes etc.??

Looks like someone was making it into a ring then changed there minds and hammered it flat again.
