Drill and Encampment Badge & Kentucky LCR Lead

I found these two items in a Tennessee C.S. camp/housesite. The badge says Inter-State Drill & Encampment at the top with a pictue of a horse-drawn wagon carrying three men and a cannon. At the bottom it says Memphis, Tenn. I have the feeling this badge could be post-war.

The lead bar (approximately 3" long) embossed with Kentucky LCR.

I have no idea what these items are and would appreciate any help anyone can give me identifying them.

My 1st impression was LCR stood for Log Cabin Republican but boy have their political views changed.
