it would appear to have an adjustment range.causes me to wonder if it is a chain/belt guard for lawn tractor or the like

might be grate from a semi or heavy truck step

like off the side of fuel tank the step they bolted to them was always narrow little step just big enough for one foot climb into cab of truck
