Please help me identify the purpose/age/manufacturer of attached eagle. The eagle is non magnetic and 9in wide 4 inches high.

Eagles came in a gazillion styles and patterns and were used for a gazillion things. Without exhaustive perusing of the internet in hopes of finding a match, you may never be able to identify it.
