Rock can scratch copper penny and iron nail can scratch the rock
Iron--not steel?

That would put its hardness between 3 and 4.5
Pics are blurry, but I think you've got what I call a parking lot pebble; the lighter colored material is likely quartz and the darker material limestone. (A fizzy reaction from cider vinegar will confirm limestone.)

Some of the prettiest rocks I've seen are parking lot pebbles. They could've started from anyplace north, and rolled down with the glaciers to become mixed in with the rest of the bank run gravel.
