The cast iron looks thicker than old cast iron, I think it is modern whatever it is. Looks like a wall mount flower pot holder but without size it is hard to say.

I think the mounting mechanism on the back would speak volumes about this piece.

As others said, it looks like a flower pot holder to me.

Open bottom oil lamp wall brackets. I find a few of these at old mine dumps (usually broken though).

This one has a reflector for the back plate.

The lamp holders are built a bit more delicate where the plant holders are much more heavy duty. Terry's picture shows that it is very heavy gauge.
