✅ SOLVED Eagle piece

Hi all. I found this eagle piece today. The eagle appears to have a snake in its mouth. It is about 3" tall. It looks like it was suspended from the top of the wings. There is a piece broken from the back of the eagles head also, I think. There are no markings. My first thought was a flag finial, but there is no bottom attachment point. The park it was found in has military ceremonies periodically and I assume it is somehow related to them. Any help is greatly appreciated.
